Michael Burley

Michael Burley brings over a decade of experience in executive branch strategy, political appointments, and agency engagement at the highest levels of government. As Senior Director of Executive Branch Affairs at Rubin, Turnbull & Associates, he advises clients on navigating the complexities of the federal government, with a particular focus on agency strategy, regulatory affairs, and leadership appointments.
Burley has served in senior roles across multiple federal departments and the White House, including as Deputy Assistant to the President and Deputy Director of the Office of Presidential Personnel. In that role, he oversaw political appointments for major domestic and national security agencies such as the Departments of Housing and Urban Development, Health and Human Services, Transportation, Defense, and State. He later served as Regional Administrator for HUD Region VI, where he managed operations across five states and served as the Secretary’s principal representative in the region.
He also previously served as Executive Director of the American Cornerstone Institute, a national policy organization founded by Dr. Ben Carson, where he led strategic initiatives focused on faith, liberty, and constitutional governance.
With significant experience at both the federal and state levels—including work on behalf of Governor Greg Abbott and the Republican Party of Texas—Burley is known for his strategic insight, policy fluency, and deep relationships across both federal and state government. He has earned a reputation for discretion, discipline, and an ability to translate complex government dynamics into practical, results-driven strategies for clients.
In 2021, Burley was appointed by Governor Abbott to serve on the Texas Medical Board, where he remained active until early 2025.
Burley received a Bachelor of Arts in Political Science from Clemson University. Originally from South Carolina, he now resides in Leesburg, Virginia with his wife and their three young sons.
