Heather L. Turnbull is the Managing Partner of Rubin, Turnbull & Associates, having been elevated to that role in January 2019 after joining the firm in 2003. She brings more than two decades of experience in Florida politics and government relations, combined with the perspective and training of a licensed attorney.

As Managing Partner, Turnbull oversees the firm’s operations across five Florida offices—Tallahassee, Fort Lauderdale, Miami, Tampa, and Panama City—with responsibility for firm strategy, client services, and personnel. She has led significant growth in recent years, expanding the firm’s footprint and strengthening its lobbying, fundraising, and political advisory capabilities through the recruitment of additional talent and resources.

Turnbull represents a diverse portfolio of clients before the Florida Legislature, Governor and Cabinet, state agencies, and local governments. Her practice spans a wide range of industries, including health care, communications, transportation, education, emerging technologies, highly regulated sectors, and charitable organizations. She has successfully secured state appropriations for local governments, nonprofit organizations, and private companies throughout Florida.

In addition to her government relations work, Turnbull is a trusted political advisor to candidates and elected officials, providing strategic guidance on campaign and political matters. She has served on multiple statewide inaugural host committees, most recently for Governor Ron DeSantis.

Turnbull began her career in public service as a legislative assistant in the Florida House of Representatives and later worked as a governmental consultant before the Florida Legislature for a former Member of Congress. Prior to joining the firm, she practiced civil litigation in Miami.

She holds a dual bachelor’s degree in political science and sociology from Centenary College of Louisiana and earned her Juris Doctor from the University of Arkansas. Turnbull is licensed to practice law in Florida, Arkansas, and the District of Columbia and is admitted to practice before the U.S. District Court for the Southern District of Florida.

Turnbull currently serves as a gubernatorial appointee to the Volunteer Florida Board, is a board member of the Volunteer Florida Foundation, serves as Board Secretary of the Florida Education Foundation by appointment of the Florida Commissioner of Education, and is a board member of Companion Animal Rescue Endeavor. She is also a passionate advocate for animal welfare, working to advance policies that protect animals from cruelty and reduce pet homelessness.
